And more than half of all children and adolescents worldwide are\u00a0not meeting minimum proficiency standards\u00a0in reading and mathematics.<\/span><\/span><\/span><\/span><\/p>\r\n<p style=\"text-align: justify;\"><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">In 2020, as the COVID-19 pandemic spread across the globe, a majority of countries announced the temporary closure of schools, impacting more than 91 per cent of students worldwide. By April 2020, close to\u00a01.6 billion children and youth were out of school. And nearly\u00a0369 million children who rely on school meals\u00a0needed to look to other sources for daily nutrition.<\/span><\/span><\/span><\/span><\/p>\r\n<p style=\"text-align: justify;\"><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">Never before have so many children been out of school at the same time, disrupting learning and upending lives, especially the most vulnerable and marginalised.\u00a0The global pandemic has far-reaching consequences that may jeopardize hard won gains made in improving global education.<\/span><\/span><\/span><\/span><\/p>\r\n<p style=\"text-align: justify;\"><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">Facts and Figures<\/span><\/span><\/span><\/span><\/p>\r\n\r\n<ul style=\"text-align: justify;\">\r\n \t<li><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">Progress towards quality education was already slower than required before the pandemic, but COVID-19 has had devastating impacts on education, causing learning losses in four out of five of the 104 countries studied.<\/span><\/span><\/span><\/span><\/li>\r\n \t<li><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">Without additional measures, only one in six countries will achieve the universal secondary school completion target by 2030, an estimated 84 million children and young people will still be out of school, and approximately 300 million students will lack the basic numeracy and literacy skills necessary for success in life.<\/span><\/span><\/span><\/span><\/li>\r\n \t<li><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">To achieve national Goal 4 benchmarks, which are reduced in ambition compared with the original Goal 4 targets, 79 low- and lower-middle- income countries still face an average annual financing gap of $97 billion.<\/span><\/span><\/span><\/span><\/li>\r\n \t<li><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">To deliver on Goal 4, education financing must become a national investment priority. Furthermore, measures such as making education free and compulsory, increasing the number of teachers, improving basic school infrastructure and embracing digital transformation are essential<\/span><\/span><\/span><\/span><span style=\"color: #4d4d4d;\"><span style=\"font-family: Roboto, serif;\"><span style=\"font-size: small;\"><span lang=\"en-US\">.<\/span><\/span><\/span><\/span><\/li>\r\n<\/ul>\r\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\">Targets<\/span><\/span><\/span><\/p>\r\n\r\n<ul style=\"text-align: justify;\">\r\n \t<li><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\"><b>4.1\u00a0<\/b><\/span><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">By 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and Goal-4 effective learning outcomes<\/span><\/span><\/span><\/span><\/li>\r\n \t<li><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\"><b>4.2\u00a0<\/b><\/span><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">By 2030, ensure that all girls and boys have access to quality early childhood development, care and preprimary education so that they are ready for primary education<\/span><\/span><\/span><\/span><\/li>\r\n \t<li><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\"><b>4.3\u00a0<\/b><\/span><\/span><\/span><\/span><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\">By 2030, ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, including university<\/span><\/span><\/span><\/span><\/li>\r\n \t<li><span style=\"color: #222222;\"><span style=\"font-family: Arial, serif;\"><span style=\"font-size: medium;\"><span lang=\"en-US\"><b>4.4\u00a0<\/b><\/span><\/span><\/span><\/span><span style=\"color:
